A group of Sun Valley residents has launched a recall effort against LA City Councilmember Imelda Padilla due to a proposed homeless shelter, her approach to housing policy, and her conduct toward constituents. LMU Loyola Law School professor Jessica Levinson said recall campaigns rarely make it that far. “Almost every recall election faces an uphill battle,” Levinson said. “It takes time, money and organization. A lot of recall efforts tend to fizzle out,” she said.
