Fernando Guerra, director of LMU’s Center for the Study of Los Angeles, commented on the authority of the Los Angeles mayor’s office ahead of the primary elections in June. “The mayor of Los Angeles has to live with the previous appointments, sometimes made by the previous mayor, sometimes made by mayors three or four administrations ago. That is a really limiting aspect of being mayor of Los Angeles.”
