LMU Loyola Law School professor and voting rights expert Justin Levitt spoke with the Los Angeles Times about potential legal challenges to California’s Proposition 50. He also discussed whether the Supreme Court’s ruling on the Voting Rights Act would have any impact on these Congressional maps.
“All of this is unconstitutional, but the federal courts aren’t available to help. Every time you redraw a district specifically to protect some candidates and punish others, what you’re basically saying is it shouldn’t be up to the voters to weigh in on whether they think the candidates are doing a good job or not.”
