Jessica Levinson, professor at LMU Loyola Law School, discussed a federal judge’s ruling that blocked the Trump administration’s attempt to federalize National Guard troops. Levinson explained that Judge Breyer found that “the president could execute the federal law with the regular forces” without needing to federalize the Guard.
