Fernando Guerra, director of Loyola Marymount University’s Center for the Study of Los Angeles, had serious doubts about a June victory. With several other candidates still in the race, “I don’t think the numbers are there,” he said. “But if anybody has the resources to try that play, it would be Rick Caruso,” he said. “So why not try it?”
