
LMU Loyola Law School Professor Jessica Levinson said that being a sanctuary state doesn’t stop federal law, but executive orders have limits nonetheless. “The federal government can not force a state or local law enforcement to carry out a federal policy,” Levinson said. “You can’t executive order your way out of binding legislation. You can’t executive order your way out of the Constitution.”
