People are chained to different desks,” said Laurie Levenson, professor of criminal law at LMU Loyola Law School. “It’s a place that people just haven’t paid attention to. But this isn’t a new case. … There’s been over a 40-year history of the feds trying to provide some oversight of what’s happening in our county jail.”
