Justin Levitt, LMU Loyola Law School professor, commented on the potential impact on California’s Proposition 50 after judges barred Texas from using its new congressional maps. “Most of the law around redistricting is up to the state, not the federal government,” Levitt said. “I don’t think there are many grounds for a legal challenge against Prop. 50 to succeed.”
